Overall accuracy is the wrong metric under class imbalance - report per-class precision and recall and you'll see the 91% is carried by three easy majority classes. For the two routing classes at 0.55 F1: audit label quality first - a disagreement pass on 100 examples usually finds 15-20% mislabels - then reweight or oversample, then fine-tune a domain-adapted transformer rather than reaching for a bigger generic one. The confusion matrix shows which class they leak into. Paste it with class counts and I'll order the fixes.
