Eleven approvals on hire means the business process definition accreted a step per political turf war - map each approval to who actually rejects anything, and the completed-BP report will show most steps have a 100% approval rate, which is a rubber stamp you delete. Cut to 3-4 real gates with condition rules skipping the rest. The 2,400 sup orgs are worse than clutter: every empty or single-person org adds routing hops, and your 3-week transfers are the BP crawling that hierarchy. Consolidate orgs below a headcount threshold before touching the BP steps, or you fix the wrong layer. Send me the BP event report for last quarter's hires and I'll mark the rubber stamps.
