Something always changed - pull the plan history for that SQL ID and compare plan hash values around the regression date; 'nothing changed' usually means re-gathered statistics flipped the plan or a histogram appeared on a skewed column. If the old plan was better, pin it with a SQL plan baseline tonight and fix the root cause in daylight. At 70% DB time, also check whether the statement runs parallel across RAC nodes and thrashes the interconnect - gc waits will say. One SQL causing a 3-hour blowout is good news: single culprit. Send me the AWR diff between a good week and a bad one and I'll name the trigger.
