Right-doc-wrong-clause is a chunking granularity problem, not an embedding problem - 1,000-token chunks average whole sections into one vector and the clause signal drowns. Move to structure-aware chunking: split on clause boundaries (contracts hand you headings for free), 150-300 tokens, with parent-document retrieval so generation still sees surrounding context. Then a cross-encoder reranker over the top 50 - on clause-level tasks that's typically worth 15-20 points of precision@5. Measure on 40 known question-clause pairs before and after. Does your parser preserve the document structure?
