Consolidated cash is not liquidity - the $18M question is how much is available, today, at the parent. Map it three ways: by bank (counterparty concentration - anything over 25% at one institution needs a reason), by entity (trapped cash in subsidiaries with distribution frictions or local covenants), and by currency (translation isn't the risk; the mismatch between where cash sits and where obligations land is). Then test the revolver honestly - undrawn capacity subject to a covenant you'd breach in a downturn isn't capacity. My guess: your real same-week liquidity is $10-12M, not 18.
