Overnight VIP tickets with a 4-hour SLA means the policy's conditions never match those tickets - check whether the VIP tag arrives after the policy evaluates; a trigger setting the tag post-creation silently excludes them from the clock. That is a sequencing bug, not a staffing problem. The 210 triggers need archaeology before surgery: export them with fire counts from the last 90 days, and expect a third dead plus another third duplicating notification logic that collapses into a few. Agent-built views multiply because no role defaults exist - ship 5-6 governed views per role and lock the shared set. Send me the trigger export with fire counts and I'll produce the consolidation map.
