The best ATS for a small business is the one that matches how often you hire. Good for: companies hiring several roles every month that need reach across job boards. Not for: anyone hiring two people a year, where $299 a month is hard to justify. People searching for "Workable pricing" usually discover this the hard way.

BambooHR

BambooHR is an HR system first, with an ATS built in. Pricing is public: for companies with 25 or fewer employees there is a flat monthly rate of $250 (Core), $425 (Pro) or $650 (Elite). Above that it is $10, $17 or $25 per employee per month. Hiring is included in every plan, but job openings are capped: 5 on Core, 25 on Pro, 50 on Elite.

Good for: a small company that wants employee records, time off, onboarding and hiring in one place. Not for: anyone who only needs an ATS. You would be paying for a full HRIS.

Breezy HR

Breezy has one of the most useful free plans in the category. Bootstrap is free forever with one active position (or candidate pool) at a time, unlimited users, a branded careers site, resume parsing and distribution to 50+ job boards. Paid plans start with Startup at $157 a month billed annually ($189 billed monthly), then Growth and Business. AI evaluation and resume auditing are a paid add-on called Breezy Intelligence, with credits starting at $30 per 100,000.

Good for: one role at a time on zero budget, or a growing team that wants unlimited users. Not for: teams that need several jobs open at once and do not want a $157+ monthly bill.

Manatal

Manatal is the low-cost AI ATS. Professional is $15 per user per month billed annually ($19 monthly), with up to 15 jobs and 10,000 candidates, plus AI candidate recommendations, enrichment and an AI copilot. Enterprise is $35 per user per month with unlimited jobs. There is a 14-day free trial with no credit card.

Good for: one or two people doing recruiting who want real ATS features and AI matching for the price of a lunch. Not for: large hiring teams, where per-user pricing adds up, or companies that want HR features beyond recruiting.

Zoho Recruit

Zoho Recruit has separate editions for in-house hiring (Corporate HR) and staffing agencies. The free plan allows one active job per recruiter license with basic candidate management, email and interview scheduling. Paid Corporate HR plans are priced per recruiter license, with Standard allowing 10 active jobs per license and Enterprise 20, and both include AI candidate matching. Zoho shows the paid prices through a calculator on its site, so check it with your own seat count.

Good for: businesses already on Zoho (CRM, People, Books) and anyone who wants a free single-job tool. Not for: people who dislike configuring software. Zoho is powerful but busy.

JazzHR

JazzHR sells annual plans. Hero is $1,000 a year with job postings starting at 3 a month. Plus is $3,480 a year with up to 200 active jobs and AI-powered candidate matching, and Pro is $5,508 a year. It is a long-standing choice for US small businesses that want a straightforward ATS with job posting.

Good for: US small businesses with steady hiring who prefer a single annual bill. Not for: one-off hiring, because there is no monthly or free option on the pricing page.
