What belongs on a project manager skills resume?+

Delivery mechanics first: scoping, work breakdown structure, scheduling, budget forecasting, risk registers, change control, stakeholder mapping, reporting. Then methodology you have genuinely run, and the tools that carry it, usually Jira, MS Project, Asana or Smartsheet. Then the soft side: negotiation, escalation and influence without authority. Every one of those needs a budget or headcount attached to it.

Is this just a template with a job title swapped in?+

No. It interviews you about each project, then converts your answers into bullets that say what you decided rather than what the project was. Templates cannot do that because they have no idea whether you ran a 200k workstream or a multi year programme. Nothing is invented: if you do not give it a budget figure, it leaves the budget out.

How do I write about a project that was late or cancelled?+

Honestly and with the mechanism. A cancelled project still shows scope control, vendor exit, a stakeholder decision and money recovered. A late one shows what you escalated and when. The prompt asks what happened and writes it as the management judgement you exercised, without pretending the schedule held or claiming a benefit nobody realised.
