Then replace, don't just delete: trace each user through one full month-end cycle with STAUTHTRACE, build derived roles from actual usage, swap, and keep the trace running two more weeks. Done right that's 6 weeks. But your finding is not really the 47 users - it's a provisioning process where 'temporary' lives for three years, and the auditors will be back for that. Send the user list and I'll split it into job owners, dialog users, and safe deletes.
