The 30% non-completion is usually event config - check whether last year's OE event allowed saving without submitting and whether reminders were wired; auto-finalize with a default election rule turns silence into last year's elections instead of no coverage. The new-hire misfires point at passive event rules evaluating before the hire BP completes - sequence eligibility evaluation against hire completion, not hire date. Stale broker files are a schedule problem: EIBs running before finalization export drafts. Run a full OE cycle in sandbox with last year's population now.
