The 40k combinations are the deeper disease: without related worktag constraints, every free combination is legal, so wire allowed values between cost center, fund and program and the space collapses to the few thousand real ones. FP&A's Excel habit is the symptom that dies last - it ends when composite reports match what they rebuild, which needs the FDM fixed first.
