No. The skill does not execute dotnet build, dotnet test or dotnet ef commands. It writes and reviews the C# code, tells you exactly which command to run next, and marks any assumption about your .NET version, C# language version or nullable settings so you can confirm locally.
Which .NET and C# versions does it cover?+
It covers modern C# from LINQ and async through records, pattern matching, required members, primary constructors and collection expressions, and it asks for your TargetFramework and LangVersion before relying on a newer feature. It will not invent C# APIs, NuGet packages or MSBuild properties.
