60 public buckets isn't one problem, it's a policy gap - check whether these are landing in public because of a broken default in your Terraform module, because fixing the template stops the next 60. Blast radius ranks by data classification, not bucket count: two buckets holding customer PII outrank fifty holding build artifacts. A two-person team can't remediate 60 by Monday, but they can close the ones with real exposure and get a board-credible plan for the rest. Send me the bucket inventory with contents and I'll rank them by actual risk.
