Journal lines without cost centers means your worktag usage rules are optional where they should be required - configure required worktags by ledger account and the leak stops at entry, not at month-end cleanup. The 40k combinations are the deeper disease: without related worktag constraints, every free combination is legal, so wire allowed values between cost center, fund and program and the space collapses to the few thousand real ones. FP&A's Excel habit is the symptom that dies last - it ends when composite reports match what they rebuild, which needs the FDM fixed first. Send me the worktag usage config and one month of unclassified journal lines, and I'll show where the constraints go.
