Expected - instruction adherence degrades by position, and the middle of an 18k-token block is exactly where instructions go to be ignored; lost-in-the-middle is measurable, not folklore. Budget the window like memory: rank every section by marginal effect on behavior, cut or compress the bottom third - policy prose usually compresses 3:1 into tables with zero adherence loss - and move tool usage notes into the tool schemas where they belong. Critical constraints sit first or last, never the middle. Then re-test on a fixed behavior suite, not vibes. Want my context audit template with the placement rules?
