Start with the map, not the judgments - one week of system archaeology: a dependency graph from real traffic (mesh or ALB logs, not tribal memory), data stores per service, deploy frequency and failure rate per repo from CI history. Those four artifacts locate the real risks: the service 12 things depend on that deploys quarterly with one owner, the shared database three teams write to. Then interview 5 senior engineers with the map on the table - they'll correct it and mark the bodies. Deliverable: findings ranked by blast radius, ten at most, each with an owner and a cost.
