Free Applicant Tracking System: 6 Options and Their Limits

A free applicant tracking system is real, but almost every one is limited to a single open job, a short trial, or features you will outgrow by your third hire. That is fine if you are hiring your first few people with no HR budget. It just means you should read the fine print before you put 60 applicants into a tool that will ask for a credit card next month.

What "free ATS" usually means

When software calls itself a free ATS, it is usually one of three things:

  • Free forever, with a cap. A permanent free plan limited to one active job, a few users, or a short candidate history. Breezy HR and Zoho Recruit work this way.
  • A free trial. Full features for 14 or 15 days, then you pay. Manatal and Recruitee work this way. Useful for testing, not for running a hire that takes six weeks.
  • Free because you build it. Google Forms plus Sheets, or a Notion template. No limits on jobs, but also no ATS features unless you add them yourself.

All three can work. The mistake is treating a trial like a free plan, or a spreadsheet like an ATS.

6 free options

Zoho Recruit

Zoho Recruit's free plan allows one active job per recruiter license, with basic candidate management, email and interview scheduling. AI candidate matching is on the paid Standard and Enterprise plans, which are priced per recruiter license through a calculator on Zoho's site. If you already use other Zoho apps, this is the natural free starting point.

Breezy HR

Breezy's Bootstrap plan is free forever and the most generous on this list for one role at a time: one active position or candidate pool, unlimited users, a branded careers site, resume parsing and distribution to 50+ job boards. Candidate history on the free plan covers the last 30 days. AI evaluation (Breezy Intelligence) is a paid add-on with credits from $30 per 100,000. The first paid plan, Startup, is $157 a month billed annually or $189 monthly.

Recruitee and Manatal trials

Neither is free forever. Manatal has a 14-day free trial with no credit card, then starts at $15 per user per month on annual billing ($19 monthly), which is cheap enough that many small teams just pay it. Its paid plan includes AI candidate recommendations and up to 15 jobs. Recruitee (now Tellent Recruitee) offers a free trial and three paid plans, with the entry plan capped at 5 active job posts; prices depend on company size and are not listed publicly, so you need a quote. Searchers looking for "Manatal pricing" usually want exactly this: it is the cheapest real AI ATS, but it is not free.

Google Forms + Sheets

For a single role, this is hard to beat. Create a Google Form with the questions you need and a file-upload field for resumes, link it to a Sheet, and add a "Stage" column (New, Screen, Interview, Offer, Rejected). It costs nothing, everyone knows how to use it, and you can be live in 20 minutes. What you lose: no automatic replies to candidates, no candidate history across jobs, and the Sheet gets messy past about 50 applicants.

Notion template

A Notion database with a board view makes a decent visual pipeline. Notion forms can collect applications into the same database. It suits teams that already run on Notion. The limits are the same as a spreadsheet: no screening, no email to candidates, and permissions need care if many people see applicant data.

The limits that force an upgrade

These are the walls people hit, roughly in the order they hit them:

  1. A second open job. Breezy and Zoho's free plans allow one active job. The day you open a second role, you either close the first or pay.
  2. Trial ends mid-hire. A typical small-business hire takes four to eight weeks. A 14-day trial ends right when your interviews start.
  3. AI screening is paid. Most free plans do not include AI screening. It is a paid add-on or a higher tier.
  4. Candidate history. Some free plans only keep recent candidates, so the strong runner-up from March is gone when you hire again in September.
  5. Too many applicants in a spreadsheet. Past 50 or so, a Sheet stops being a pipeline and becomes a list nobody reads.

Free vs paid: when to pay

Stay free if you have one role open at a time, fewer than about 50 applicants per role, and candidates mostly come from referrals or your own website.

Pay when two or more of these are true: you have several roles open at once, roles get 100+ applicants, you need job-board reach, more than two people review candidates, or you hire every month. At that point $15 to $160 a month is cheaper than the hours you spend sorting resumes by hand. Privacy and data: where free tools store applicant data

Resumes contain home addresses, phone numbers and work history. Treat them that way, free tool or not:

  • Know where the data lives. A Google Sheet shared with "anyone with the link" is a common leak. Share with named people only.
  • Limit who can see it. Only the people deciding on the hire need access.
  • Delete what you no longer need. Set a reminder to remove applicant data you are not keeping for a real reason, and tell candidates how long you keep it.
  • Check AI handling. If you paste resumes into an AI tool, check whether your plan uses inputs for training and turn that off where you can.
