Auditor flagged our firewall: 1,800 rules, some from 2015, nobody dares delete anything. How do we clean up without an outage?

Rule one of firewall archaeology: hit counters before opinions - enable per-rule logging and let 90 days of traffic tell you which of the 1,800 are dead; typically 30-40% show zero hits. Those get disabled - not deleted - in batches with a two-week rollback window, then removed. Live rules get clustered by application and rewritten as least-access groups; expect 1,800 to compress toward 400. Rules nobody can explain but which carry traffic get an owner assigned or a death date announced. Which platform is it? The cleanup tooling differs a lot.
