Commingled pools are the number one reason a pre-award survey fails, since DCAA needs to trace every dollar in your overhead and G&A pools back to an allowable, allocable base under FAR Part 31. Six weeks is enough to segregate the pools and rebuild the rate calculations, but not enough to also fix a base that no longer matches your disclosure statement, so that comes first. The submission format is standard; the pool structure underneath is what gets audited. Send me your current pool structure and disclosure statement and I will map out the segregation.
