Stale CIs first, because everything downstream trusts the CMDB - 30% stale usually means credential failures or MID server capacity, and your 2am maxout points at the second: check the ECC queue backlog and either stagger the schedules by subnet or add a MID to the pool. Do not buy hardware until the schedules are spread. The 5k alerts/day is not an Event Management problem, it is a correlation problem - build alert correlation rules and CI binding so 5k events collapse into a few dozen actionable alerts; without CI binding, events cannot even find their impact. Send me the ECC queue stats for one night and the top 10 event sources, and I'll sequence the fix.
