Risk-rank the universe, then cover what capacity honestly allows - two people means 6-8 audits a year done well, not 20 done as checklists. Score each entity on inherent risk, control maturity, and time since last coverage; the plan is the top of that list plus one wildcard slot for what the year surprises you with. Present the committee the coverage gap explicitly: 60 entities at 8 a year is a 7-year cycle, and stating that number is what makes the resourcing conversation happen.
