Ceremonies without flow improvement is cargo-cult scaling - so the assessment measures outcomes, not ritual attendance: lead time, deployment frequency, dependency wait time, escaped defects, across all 12 teams. My usual finding: the framework got installed but the impediments stayed organizational - a shared QA bottleneck, quarterly funding fights, dependencies resolved by escalation. If PI planning produces a board that's obsolete by week 3, SAFe is documenting your dependency problem, not solving it. Give me 90 days: baseline the four metrics, remove the top 2 impediments, re-measure. Where does work wait longest today?
