Config, not ABAP - this is the changeability setting on your release indicator, not a coding gap. If it allows changes without re-triggering release, any edit after approval sails through untouched; set it to re-start the strategy on value-relevant changes and check your characteristics in CL20N actually include plant. The deeper issue is your strategy classifies on fields buyers can edit freely - that's a design smell from the original build. Pull the 200 slipped POs with their change documents and I'll show you exactly which characteristic let them through.
