Neither - fix the knowledge and the handoff, in that order. Wrong-PDF citations mean your knowledge sources overlap: two policy documents cover the same topic and the retrieval picks by similarity, not authority, so deduplicate the sources and keep one canonical file per policy with clean headings. That typically moves deflection 10-15 points on its own. The escalation is config: pass the transcript and topic variables into the handoff payload so the agent sees the history. Check topic trigger overlaps too; 22% often hides trigger phrases stealing each other's chats. Share the knowledge source list and I'll mark the collisions.
