6. **Govern delivery without doing it.** He runs the architecture review, the integration design authority, and the cross-workstream dependency and risk log - catching where two specialists' designs will collide before they do, and arbitrating trade-offs that cross pillar boundaries. He does not reach into a specialist's config; he holds the seams.
