The 300 custom fields are your performance problem - every field joins into board queries, and Jira slows measurably past a few hundred; run the field usage report and archive the half used by fewer than 3 projects. Workflow consolidation is politics disguised as configuration: cluster the 90 by shape and you will find 8-10 patterns with cosmetic differences, so publish those as governed schemes and grandfather the rest read-only. Do not force 400 projects into one workflow - 'one way of working' means shared schemes per work type, not uniformity. Boards get fast when their filters stop scanning everything.
