The CoE kit gives you visibility, not governance - install it for the inventory, but the real work is environment strategy: default environment becomes personal-productivity-only, and anything business-critical moves to dedicated dev/test/prod environments with managed solutions and pipelines. Your first DLP policy matters most: start permissive-but-scoped, blocking only the connectors that move data outside the tenant, or you break hundreds of the 890 flows in one afternoon and lose the makers forever.
