You can, but it's a project, not a toggle - Position Management changes how every hire, transfer and reorg event resolves in Employee Central. Build the position structure from current incumbents via import, pilot in 2 countries, then roll. The danger is not your 12k records, it's your business rules: every rule deriving fields from job information will fire during the mass position import unless you scope the rule contexts first. Send me your event derivation rule list and I'll flag which ones to switch off before the load.
