That is a sequencing bug, not a staffing problem. The 210 triggers need archaeology before surgery: export them with fire counts from the last 90 days, and expect a third dead plus another third duplicating notification logic that collapses into a few. Agent-built views multiply because no role defaults exist - ship 5-6 governed views per role and lock the shared set.
