We added SAST to CI and it found 2,400 issues. Devs turned the gate off within two days. How do I make this stick?

2,400 findings is a tuning failure, not a dev-culture failure - a raw SAST rollout always drowns in noise; expect 70-80% false or irrelevant on a first scan. Restart with a baseline: existing findings go to a backlog, the gate blocks only new issues on changed code (diff-aware scanning), and only for high-confidence rules - secrets, injection, broken auth. That's maybe 5 blocking findings a week, all real, and the gate survives. The backlog burns down by module owner at their pace. Which scanner is it? I'll give you a starting ruleset.
