Triage first - migrating 118 workflow rules as-is just ports the spaghetti into Flow with better branding. Export the automation inventory, mark what fired in the last 90 days, and you'll usually find a third is dead weight you deactivate instead of migrating. The real design decision is one record-triggered flow per object per context with subflows, not 22 competing triggers whose run order nobody controls. Do Account first as the template, measure save time before and after. Send me the inventory export and I'll sort it into migrate, merge, and delete.
