That's a missing loop guard, not a dumb model - the runtime must enforce what the prompt can't: cap near-duplicate tool calls (3 similar queries = hard stop), carry state so the agent sees its previous results summarized instead of re-searching, and fail closed into a summarize-what-you-have branch. Add a per-run budget - steps, tokens, wall clock - with a typed final state, so the ceiling is a decision, not a crash. In traces this pattern usually means the model is losing the result: check whether search output actually lands back in context. Send one trace and I'll point at the leak.
