Master data first, always - MRP output is only as good as the MRP1-MRP4 views feeding it, and stale in-house production times put every planned order on the wrong date, so of course planners override. But 60% manual changes also says your lot-sizing procedures don't match how the shop floor actually batches - check how many materials run exact lot size when the line really works in fixed quantities or periods. Update the top 200 movers from actual order confirmation data, rerun, and remeasure the override rate. Pull me the material list with last routing change dates and I'll rank the cleanup.
