Workday Financials: worktag combos exploded to 40k variants, journal lines land without cost centers, and FP&A rebuilds everything in Excel monthly. Where's the fix?

Journal lines without cost centers means your worktag usage rules are optional where they should be required - configure required worktags by ledger account and the leak stops at entry, not at month-end cleanup. The 40k combinations are the deeper disease: without related worktag constraints, every free combination is legal, so wire allowed values between cost center, fund and program and the space collapses to the few thousand real ones. FP&A's Excel habit is the symptom that dies last - it ends when composite reports match what they rebuild, which needs the FDM fixed first.
