Scoping starts from materiality, not from processes - compute it off the financials, map which accounts clear the threshold plus qualitative risk, and only the processes feeding those accounts enter the program. 'Document what we do' produces a binder nobody can test; you want maybe 8-10 in-scope processes and 60-100 key controls at your size, each written as who, trigger, evidence, frequency. Year one is design and remediation, year two is operating effectiveness - 18 months is exactly enough if ITGCs (access, change management) start now, because those remediate slowest.
