Check the viewport scale and the annotation scale. They usually disagree.

1. Go to the layout tab and double-click inside the viewport.
2. Look at the status bar: the viewport scale (for example 1:100) and the annotation scale must be the same.
3. Click the viewport border, open Properties, set Standard scale to your sheet scale. Then set Display locked to Yes so it can't drift.
4. Text and dimensions should be Annotative. Select them and check Annotative = Yes in Properties.
5. PAGESETUP: paper size A1 or A3, plot scale 1:1 (the viewport does the scaling), your CTB file assigned.
6. Use Plot Preview before printing.
