Fourteen stages is a process smell: run win/loss timestamps and you'll find reps skip through 5 of them in one day, which means they're fields, not stages. And push back on 'rebuild' - the VP is describing a symptom, not scope; write the current-state map first, then user stories with acceptance criteria per persona, sized against declarative fixes.
