Retrofit works without redeploying - compartments are logical, so design the target hierarchy (shared services, prod, non-prod, security) and move resources in; policies follow the moves. The 60 policies are the real risk: audit for any-user and broad manage grants, then rebuild on group-plus-compartment least privilege - 60 sloppy policies typically collapse into 15 precise ones. The shared VCN needs a plan, not panic: hub-and-spoke with a DRG, a new prod VCN, and subnet-by-subnet migration in maintenance windows - dev never belongs one security list away from prod.
